About the customer
The customer is one of Norway’s largest municipalities, responsible for delivering a broad range of essential public services — including health and care, education, urban development, and technical operations. The municipality has a strong focus on modernization, digital transformation, and efficient service delivery, and continuously invests in technology to support citizens, employees, and sustainable community growth.
Project scope
As part of a broad modernization initiative, the municipality decided to renew most of its core IT infrastructure — including its data center, network, telephony, and client platforms. The purpose of the program was to establish a modern, scalable, and secure digital foundation capable of supporting future digital services and innovation.
The program involved multiple selection and implementation projects, all subject to Norway’s public procurement regulations. Akselera was engaged to provide program and project management, architecture and selection advisory, and implementation support throughout the process.
In total, the initiative comprised six to seven major selection projects managed in close cooperation with the municipality’s procurement and IT organizations.
Akselera’s role, deliverables and results
Akselera acted as the municipality’s trusted advisor and project manager for the selection phase of the program. Because of the project’s scope and public nature, the selection process was carefully designed to comply with national public procurement regulations while still ensuring innovation and vendor engagement.
The design and requirements phase began with a structured dialogue involving around 15 potential suppliers. Through dialogue conferences and reference meetings, Akselera facilitated open discussions that helped refine the concept and establish clear, future-oriented requirements. These formed the basis for the requests for proposals (RFPs) for a new data center, network hub, and software-defined infrastructure.
This approach enabled the municipality to implement a hybrid architecture, digitalize its telephony systems, and introduce a new client platform. The new data center solution was selected through a two-step process, ensuring both compliance and optimal technical fit. For several other procurements, existing framework agreements were effectively leveraged to accelerate the process.
Akselera also managed the overall program execution, ensuring that all digital infrastructure components were successfully implemented and aligned with the municipality’s broader digital transformation goals.
The project delivered a future-ready infrastructure platform that supports more efficient operations, improved service quality, and greater resilience — laying the foundation for continued digital innovation in the public sector.
