Implementation of a new electronic health record system in one of Norway’s largest municipalities
Digitalization of health and care services requires robust systems, standardized processes and effective change management. Akselera supported one of Norway’s largest municipalities in implementing a new electronic health record (EHR) system for an organization with approximately 5,000 users.
The story behind the project
The municipality was in the process of introducing a new electronic health record system for its health and care services. The implementation involved significant changes to work processes, system usage and organizational structures.
The project faced several challenges related to progress, governance and anchoring within the organization. The municipality therefore needed an independent advisor to assess the project status and help ensure a successful implementation of the solution.
Akselera’s role
Akselera conducted a comprehensive project health check to evaluate the status of the project, identify risk areas and propose necessary adjustments. Based on the findings, an updated project plan for the implementation of the electronic health record system was established.

A key focus area was process standardization and improvement of operational workflows, enabling the municipality to deliver more consistent and efficient health and care services.
Change management and rollout to 5,000 users
To ensure a successful implementation of the electronic health record system, Akselera placed strong emphasis on change management and capability building throughout the project. A dedicated receiving organization was established consisting of 40 expert super users and 400 super users. Using a train-the-trainer approach, super users played a central role in the project. They were actively involved in:

user acceptance testing of the solution

training of end users

rollout of new processes within their respective units and departments
This approach created strong ownership within the organization and ensured that all users were able to adopt the new system and follow updated processes for patient documentation after the rollout.
Development of medical functionality
During the project, a need emerged to develop specialized medical functionality related to the preparation and administration of medication.
This was carried out as a separate project and delivered as an independent module integrated with the electronic health record system.
Establishment of a competence center
Following the implementation, Akselera supported the municipality in establishing a competence center for the health and care sector.
