The client is one of the largest municipalities in the country, offering a wide range of services and maintaining high standards for quality, efficiency, and digitalization. The municipality has broad responsibilities within health care, education, technical services, and community development, with a strong focus on innovation and sustainability in its operations.

Project scope ​

When one of Norway’s largest municipalities defined a new vision to meet future challenges, it realized that it also needed to move from an IT strategy to a digitalization strategy. This coincided with new national guidance from the government.

Akselera’s role, deliverables and results ​

Akselera led the project from start to finish, managing the process and facilitating a highly interactive, workshop-based approach that secured strong stakeholder engagement. Our team contributed expertise in long-term planning, digitalization impact, governance, and multi-level decision-making, while also supporting the development of key steering documents.

A central part of our work was to build real ownership of the digital strategy — both within the municipality’s individual service areas and across the IT organization — ensuring commitment and alignment throughout the process.

The result was an inhabitant-centric digital strategy, fully approved by the municipal council. The strategy successfully united the municipality’s priorities with national expectations and broader technological and commercial trends. It set a clear direction and established priorities for process and application development as well as infrastructure investments. The outcome was not only well received internally but also became a benchmark and source of inspiration for other municipalities.

In addition, Akselera delivered governance frameworks and steering documents for digitalization, and provided input to the municipality’s annual, four-year, and long-term planning processes — ensuring a strong foundation for continued digital development.
