Turning Around an Electronic Patient Journal (EPJ) Implementation

The customer is one of Norway’s largest municipalities, providing a broad range of services within health and care, education, infrastructure, and community development. The municipality has a strong focus on digital transformation and innovation to improve the quality and efficiency of public services. As part of its modernization strategy, it continuously invests in new digital solutions to better support citizens and employees across all service areas.

Project scope

The municipality had selected a new electronic patient journal (EPJ) system to strengthen its healthcare services and streamline patient data management. However, the implementation encountered significant challenges, including delays, cost overruns, and lack of alignment between the customer and the system supplier.

To regain control, Akselera was engaged to perform a project health check — an in-depth analysis of the project’s status, structure, and risks — and to recommend a clear path forward. This assessment became the foundation for a structured recovery and successful implementation of the EPJ solution.

Akselera’s role, deliverables and results

Akselera initially conducted a comprehensive project health check, following a proven methodology tailored for complex public sector IT programs. Over the first four weeks, our team interviewed more than 20 stakeholders from both the municipality and the vendor, reviewed contracts and documentation, and carried out a detailed analysis of the solution and project governance.

The findings were documented and summarized into recommendations across 13 key areas, including project management, communication, technical setup, and vendor collaboration. Based on these insights, Akselera developed a recovery plan that defined clear actions, responsibilities, and milestones to bring the project back on track.

Following approval of the plan, Akselera assumed the project management role, leading the municipality through the final implementation and rollout phases. The EPJ solution was successfully deployed to approximately 5,000 users across the healthcare organization, ensuring improved patient data management, process standardization, and stronger collaboration between health professionals.

The project transformed a struggling implementation into a success story — strengthening healthcare delivery and laying the groundwork for continued digital development within the municipality’s health and care services.
