Selection of new Digital Infrastructure in a municipality

Customer need/ Project scope
In the fall of 2017, one of Norway’s largest municipality decided to renew most of its central infrastructure (datacenter, network, phone, and client platform). Akselera was hired to deliver program/project management, architecture and selection advice, and implementation support. During the program, we managed 6–7 selection projects, subject to public sector procurement regulations, in close cooperation with the municipality’s procurement and IT organization.
Brief description of Akselera’s role, deliverables and results
Akselera acted as advisors and undertook project management for the selection part of the program. As this was part of a large public sector selection project, we had to follow public procurement regulations. The design and requirement specification phase started by engaging approx. 15 potential vendors in a structured dialogue. We staged dialogue conferences/meetings and involved vendors and selected references in defining the concept, which was the basis for the requests for proposals for a data room, a new network HUB, and software designed datacenter. This enabled a hybrid architecture, digitalization of the phone network, and new clients. The new datacenter solution was selected through a 2-step process pursuant to public procurement regulations. For many of the other procurements, we used previously concluded framework agreements. We also managed the program for implementing the various Future Digital Infrastructure components.
