Developing a digital strategy for a municipality

The customer is one of the largest municipalities in Norway.

Customer need/ Project scope ​

When one of Norway’s largest municipalities defined a new vision to meet future challenges, it realized that it also needed to move from an IT strategy to a digitalization strategy. This coincided with new national guidance from the government.

Brief description of Akselera’s role, deliverables and results ​

Akselera undertook the project’s management and ensured a thorough, workshop-oriented stakeholder involvement process. We also provided content for the long-term planning, digitalization impact, governance, and multilevel decision processes, and assisted in the production of steering documents. Throughout the project, Akselera had special emphasis on creating ownership to the digital strategy within each of the municipal services as well as within the IT organization.

The final “inhabitant-centric” strategy, which was fully endorsed by the municipal council, succeeded in combining the needs of the municipality, central government expectations, and general technological and commercial drivers. It defined the direction of and set priorities for process/application development as well as infrastructure. The digital strategy was not only well received within the municipality, it was perceived as an inspiration for many other municipalities.

Other project deliverables included steering documents and a governance structure for digitalization, as well as input to the yearly, 4-yearly, and long-term planning process. ​
